It is still a suprise but it happens more often than you'd expect. When we take on a new school payroll we always carry out a check to see what tax codes employees are on. But it is not always possible to say.

In 2008 we discovered that an overseas teacher had been on emergency tax codes for 5 years. The refund of tax obtained was approaching £10,000.
